The incumbent of this position is responsible for Academic Detailing as well as management of other Veterans Integrated Service Network (VISN)-wide targeted initiatives. The Academic Detailing Clinical Pharmacy Specialist (CPS) functions at the highest level of clinical practice and works under a scope of practice as approved by the Medical Executive Committee of their respective facility. CLINICAL PHARMACY SPECIALIST (ACADEMIC DETAILING) GS-0660-13 Incumbent holds a position of high visibility and represents facility and VISN wide efforts to improve medical care in a variety of clinical practice areas. As such, incumbent must have excellent communication and interpersonal skills. Incumbent will have knowledge of and apply marketing techniques in promotion of practice guidelines and other clinical practice initiatives. Familiarity with VA rules, VA clinical direction, ethical conduct, and Clinical Practice Guidelines (CPG) implementation process will be required to attain a position of clinical leadership. Responsibilities will include participation in planning, development, marketing, implementation, monitoring and reporting of VISN academic detailing initiatives. This includes, designing, implementing, assessing, monitoring, and documenting therapeutic plans utilizing the most effective, least toxic, and most economical medication treatments; helping achieve positive patient centric outcomes through direct and indirect interactions with patients, providers, and interdisciplinary teams in assigned areas; performing physical assessments; and ordering laboratory and other tests to help determine efficacy and toxicity of medication therapy. Programming may include implementation of education on CPG tracked by Data Warehouse Audit and Feedback tools, national clinical performance measures, and provider resource development to promote evidence-based practices. The incumbent will perform data analysis to measure performance/outcomes and trend changes. As such, position requires computer expertise, particularly in the area of database programs and data analysis. In addition, incumbent will participate in development of reports providing comparative data on clinician panels at VISN 5 medical centers. Incumbent will consult with VISN 5 and Pharmacy Benefits Management (PBM) staff to help initiate, develop, validate, and execute projects. Incumbent will be expected to exercise initiative and collaborate effectively with clinical and administrative staff at all VISN 5 medical centers and community based outpatient clinics to meet performance goals and support quality patient care activities.
